Why - "Anon User" ??
Why is user "Anon User" allowed to spam the ratings so?
It makes this feature totally useless and the entire site, if not
abandoned at least unattended.
Not much of a developer's partner at all, I suspect.

While it says 'Anon User', an 'Anon User' has to install the app and use it multiple times in order to rate/review the app.

While I follow your explanation, I think it still looks very bad.
Perhaps the number of downloads along side of the rating would help.

Importunately this is not true. It's only needed to download, open the app and close it, without trying it out and you can give people a bad rating after having a bad day.
